Nine hundred meters of smart fencing is
needed to enclose the new forensic premises at mental hospital De
Grote Beek in the city of Eindhoven from the outside world. GGzE, a
mental health clinic in Eindhoven, is building a new clinic for
so-called 'TBS-ers', mentally ill prisoners who are at great risk
of recidivism. Safety is of utmost importance and B&G is an
important partner in realizing this.
The first phase of the
forensic premises was completed in 2009. It consists of
Orthopsychiatry for youngsters with behavioural problems who have
committed a felony crime and Long care for TBS-ers, who are in need
of long-term care. In addition, it includes the new buildings for
reception and occupational therapy. The second phase, in which the
new forensic clinic will be built, is under construction. This
building has to be completed in August 2010.
Since the project will be
completed in different phases, it was impossible to enclose the
complete area at once. Logically, construction traffic needs to
have access to the area. Therefore, a temporary solution was needed
for the yet completed part. Permanent fencing was too expensive and
mobile fences or wooden partitions were not sufficient either.
Eventually, B&G found the solution: sea containers. These are
very easy to deploy and to shift. Once again safety was the main
priority. Concertina wire was used to prevent climbing over. This
type of wire contains sharp pieces of stainless steel, which forms
a substantial barrier.
The security
solution:Fencing that encloses a forensic
hospital must meet strict requirements. Safety advisor Vega
Projects drafted the specific fence requirements. Amongst others,
these concern a flexible, fibreglass fence that pulls inward when
someone attempts to climb over. The fence is five meters high of
which the lower two meters consist of 20 cm dug in welded mesh
panels. The top part consists of chain link. The fence contains
various intelligent detection systems for the detection of a
possible event. Together with their regular partners, B&G also
takes care of lighting, surveillance cameras and access
control.
